If you are starting here from scratch with the standalone install version. Ensure your Skyrim install is completely vanilla and free from any previous attempts at modding. A good way to do this is to open your Skyrim folder and delete everything from it EXCEPT the data folder. Then go Steam and use it to reacquire the missing files.
